Bailey found that the Carey Act of 18XY was established to allow the Federal Government to contract with states for land reclamation. She read that small scale irrigation began in Oregon by 1852. The Cline Falls Power Company filed the earliest water rights on the Deschutes River in 18ZR
By 1904, the Pilot Butte Canal was completed and at the same time the Arnold Irrigation Company was incorporated. That year, the Deschutes Irrigation and Power Company purchased two steam boilers to operate the drills. The 20 horsepower boiler drove S drills; the 6 horsepower boiler drove T drill. Together, they could bore through 400 feet a day in lava rock, where previously a rock crew of 3 men could bore only 18 to 20 feet a day.
