Investigation Report


Background: For the past several years we've been investigating a group of grifters that we've come to refer to as the "Family."  Our investigation has shown that the Family has been involved in various forms of mail fraud.  Their MO has been pretty much the same; they will set up a fraudulent internet business with a false address or with an address that they would hold for only as long as needed to receive checks or merchandise.  They will set up a business, rip off a small number of citizens and then move their entire operation to a new location in a matter of hours.  They will only stay in one place for no longer than three or four weeks and they always use aliases when renting buildings or setting up email accounts or web sites.  We will usually trace these aliases to the names of recently born or deceased individuals.

Each time after we discovered where they were working from we'd serve them a warrant and try to search for evidence linking them to a prior operation, and we find next to nothing.  Sometimes we won't find anything but a vacant building.  There were a few times when we were able find scraps of paper linking them to an "Foothill", "Main", or even "El Camino Real" address but nothing linking them to a specific city or zip code.  They don't use PO boxes and we've never been able to find any link to active bank accounts.  We've consulted with financial forensics experts from the FBI who, after analyzing canceled checks, claim that the Family is converting their illegal gains into physical cash assets and are probably hiding their cache at a fixed location. 

Current Case: After receiving word that they were in the process of moving their operation yet again, we were able get a warrant filed against them and raided their operations today.  Once having gained access to their building, our detectives noticed a flash of light followed by that distinctive smoke and smell of flash paper.  Nothing useful was recovered as a result of the raid because they had destroyed any useful records prior to our arrival.  However, after searching the suspects, one was found with a single scrap of paper hidden in one of his shoes.  The paper had the following printed on it.

Our problem is no one seems to understand the meaning of what was on this note.  Our only guess is that it's some sort of time representation, but unless we're able to figure something out we'll be forced to release them yet again.
