Not making a sound! Not a yipp! Not a chirp!
And the Mayor rushed inside and he grabbed the young twerp!
In the book, The Mayor is rushing around town to find any Who who is not making noise. He finds the small shirker, Jojo, in the Fairfax Apartments, Apartment 12-J. The movie adaptation does not include the apartments.
