Located at the current back entrance to the airport. A small container that can hold coins and small tb's.
This cache is available all of the time. This road is the one that the construction workers use to enter the airport construction site. You have access along this road all of the way to the view area.
Do not enter the construction site at the end of the road. There will be a right turn before the actual construction entrance to let you go to a viewing area.
Sometimes the contractors will work on the road and place a no entrance sign about the point where this cache is. When they are done with whatever project they have on the road up to the gate, they will take down the sign and you can get to the caches on the hill.
