Tergiversated Rebus Interpolated By Underlying Tenebrous Enigmas

This is a T.R.I.B.U.T.E. to those people who have made puzzle solving around the area interesting and enjoyable!

Many times, part of solving a puzzle is getting into the head of the person who created the puzzle. Since you will all have to get into my head (ignore the voices!), I thought I'd get into some of my favorite puzzlers' heads and predict what they will say about this puzzle*:

Chief_Osceola: "I don't really DO other people's puzzles, I make my own."

fhetter532: "Huh... Now see?... That's just... Grrrr...."

TEAM JNLE4: "What? KBLAST has a new puzzle out? Why didn't I get the notification? Has anyone got first to find yet?"

alfamonkey: "Yeah... forget this. I think I'm just gonna go climb something or crawl somewhere."

lttldude9: "I wonder if I can solve this faster than he solved my Mother Of All Puzzles..."

Captainwilly: "I need to solve this so I can grab it while I'm out on my East Columbus run next month!"

TeamMonroes: "Is that binary? I think I see some binary in there..."

kelinore: "Oh forget THIS!!! Don't waste your time on this puzzle, people, go work on High Up In The Sky... it's not near this hard."

mitoh: "Hey! I've been in that garage before! They've cleaned it up a lot!"

Hint #1 & 1.5 - 8/21/10:

I got permission to share the following email in today's hint:
"the coords on the sign are N 39° 52.828 W 082° 54.211. so we need to modify that number to get the actual coords. to modify it, we must take into consideration the colors on the Groundspeak logo (yellow, green, blue, red). each of these colors has a corresponding number. to find the number, we must find how many objects of that color appear in your garage. my eyes suck, but i think there are 8 yellows, 3 greens, 10 or 11 blues, and 8 reds. 8-3-10-8. so then...... im not sure... add 83 to the N coords and 108 to the W coords maybe?"
This person is MUCH smarter than I am. If you are doing this kind of thinking, stop. It hurt my brain reading this, and I feel bad for you.
I'm going to give a sort of double hint today, mostly because this person blew my mind. First hint: ANY geocacher can do this cache... there is not any special knowledge that is required.
Now for the serious hint: You're looking for North and West coordinates, right? If the picture were a map, where would North and West be?

Hint #2 - 9/19/10 (Talk like a pirate day!):

ARRRRR!!! This be the hint for ye swash-buckling treasure seekers!!! There be a reason for the wordin' in hint #1... Notice how it DON'T say, "Anyone can do this cache..." The wordin' be: "ANY GEOCACHER can do this cache..." There be a reason 'twould take a geocacher to solve this... There be somethin' specifically geocachin' related to this here mystery! Use yer geosenses and see what ye can see!!!

Hint #3 - 10/14/10:

The coordinates at the top of the page actually take you to a hint. Don't go into any of the nearby businesses or houses to ask questions - none of them can help you. Just look at your surroundings - something about the location will give you a hint as to what you are looking for.

Update 12/30/10 - Hint #3 is no longer valid and apparently was always a horrible hint. Ignore hint #3.

Hint #3.5 - 11/18/10

I posted a note on 11/18/10 to point out something that happened. I'm deleting that note from below and transferring the part that is sort of a hint here. "people are fickle and unpredictable sometimes..." Because of this fact, there will always be a possibility that "...this cache is not currently solvable."

Hint #2 and #3 go REALLY well with hint #4. There is something literally in the picture in the garage that was also placed in the tree.
