You are looking for a cammo'd peanut butter jar. As the locked gate and barbed wire suggest, entry into the site is neither required, nor necessary.

During the Cold War, the Canadian government constructed nuclear fallout shelters nicknamed "Diefenbunkers" after the prime minister of the day. The largest, near Carp, was to have served as the Central Emergency Government Headquarters. Today it survives as a museum. This cache is at the site of the CFS Carp Richardson Detachment, which was to have served as it's transmitter, lessening the likelihood that the Carp bunker could be pinpointed by wireless triangulation. Like the rest of the bunkers constructed at the time (except that at Carp), this two-story bunker was decommissioned after the Cold War Threat and has been filled with concrete. After a museum visit and learning of the existence (but not the exact location) of this bunker, we set out to find it and later thought it would be a neat place for a cache, and an interesting reminder of Canada's history during the Cold War years.
