Shouldn't be a difficult find

At stage 1 calculate the following from the year stamped on the bell:
N 42.20.XXX
W 081.58.YYY
where
XXX= Year minus 1150
YYY= Year minus 977

Verification: The last three digits of the calculated lat/long must total 1689

Stage 1 is in the parking lot of a school so discretion is a must.
The cache is not available after dark
