Iosif Constantin Dragan a terminat Dreptul la Facultatea de Jurisprudenta a Universitatii din Bucuresti obtinând licenta în drept, în anul 1938. Dupa absolvirea serviciului militar, ca artilerist, Institutul Italian de Cultura îi acorda, în anul 1940, o bursa de studiu, în Italia. Dupa ce termina a doua facultate, la Universitatea din Roma, unde a studiat stiinte politice si economie, Dragan îsi da doctoratul în jurisprudenta, tot la Roma. Tot aici, îl cunoaste pe marele filozof al dreptului, Giorgio del Vecchio, si devenit discipolul acestuia, proaspatul doctor în jurisprudenta va traduce în limba româna, celebra sa opera Lectii de filozofia dreptului la acea vreme. Dragan a fost atras de idealurile fasciste si de Garda de Fier.In interiorul acesteia, a reprezentat un curent de opinie corporatist.În anul 1941 a pus bazele unei companii care exporta petrol românesc Italiei fasciste.Dupa al doilea razboi mondial, în 1948, fondeaza o companie de distributie a gazului petrolier lichefiat, Butan Gas.În urma venirii la putere a Partidului Comunist Român îi este interzisa pentru 30 de ani revenirea în România. În 1967 a pus bazele Fundatiei Europene Dragan, fundatie care declara ca scop promovarea valorilor civilizatiei românesti.A mai fondat doua edituri (Nagard în Italia si Europa Nova în România), o universitate privata (al carei proprietar este), Universitatea Europeana Dragan (fondata în 1991 la Lugoj), o statie TV, una radio (Radio NovaFm), un ziar saptamânal (Redesteptarea) si un cotidian local (Renasterea Banateana) toate în România. De asemenea a mai finantat construirea lânga Orsova a unei statui înalte de 40 de metri a lui Decebal (cea mai înalta sculptura în piatra din Europa).

Datorita unor carti pe care le-a publicat a fost asociat curentului la granita dintre protocronism si Bionalism din istoriografia româna, promovata ulterior de regimul lui Nicolae Ceausescu. Desi simpatizant al Garzii de Fier, Dragan devine un colaborator semioficial al lui Ceausescu si al regimului comunist, ca rezultat având acces la anumite documente inedite despre Ion Antonescu, documente pe care le-a folosit într-o carte în care îl pune într-o lumina favorabila pe acesta Dupa Revolutia Româna din 1989 le-a dat suport financiar lui Eugen Barbu si lui Corneliu Vadim Tudor pentru a-si lansa revista România Mare. Împreuna cu Vadim Tudor a fost fondatorul în 1990 al "Ligii Maresal Ion Antonescu", mai târziu redenumita "Liga Maresalilor", în urma schimbarilor din legislatia româna legate de cultul personalitatilor vinovate de crime împotriva umanitatii.În 1995, la vârsta de 78 de ani, Dragan s-a casatorit cu Daniela Veronica Gusa (aceasta având la momentul respectiv 22 de ani), fiica generalului Stefan Gusa>, fostul sef al Marelui Stat Major al Armatei Române (1986-1989). Dragan are si un fiu mai mare Mike Fink, nascut în 1971, care în 2005 a anuntat ca nu a reusit în precedentii trei ani sub nici o forma sa-ti contacteze tatal. Ziarul Ziua a concluzionat ca Dragan era tinut captiv de mai tânara sa sotie si de partenerii sai de afaceri. Totusi, potrivit jurnalistilor de la Averea, el a fost vazut în Bucuresti câteva zile mai târziu, luând cina într-un restaurant împreuna cu sotia.A murit in 21 August 2008 in casa sa din Palma De Mallorca.

Early life

Born in Lugoj, he graduated from Law School at the University of Bucharest in 1938, and earned in 1940 a scholarship at the University of Rome, where he studied political science and economics, earning a Ph.D. in law. At the time, Dragan was attracted to fascist ideals and the Iron Guard, representing a corporatist trend inside the latter.Dragan explained his views on the Fascist Iron Guard in 1940 in the pro-Mussolini newspaper Conquiste d'Impero in two articles entitled "The Mistique of Codreanu's Legionnaires" and "Romanian Corporatism: Pieces of Legionnaire Doctrine". In 1987, based on these articles, the Italian magazine Il Panorama called him "a Legionnaire", but Dragan sued them and won the trial, as they were not able to bring a proof that he was an actual member of the organization Business in Italy.In 1941, he started a company which exported Romanian petroleum products to Fascist Italy .After World War II, in 1948, he established a gas distribution company in Italy, Butan Gas.After the war, with the Communist Party gaining power in Romania, he was not allowed for 30 years to return to Romania.In 1967, he started the "European Foundation Dragan", a foundation which has the goal to promote the "values of the Romanian civilization".He is also the founder of two publishing houses Nagard in Italy and Europa Nova in Romania), a privately-owned university, Universitatea Europeana Dragan (founded in 1991 in Lugoj), a TV station, a radio station Radio NovaFm) and a weekly newspaper Redesteptarea) and a daily local newspaper (Renasterea Banateana), all in Romania. He also funded the construction, near Orsova, of the Statue of Decebalus, a 40-meter high statue that is the tallest rock sculpture in Europe. He has written many historical works associated with the Protochronism nationalist movement in Romanian history, which was later promoted by Nicolae Ceausescu.Despite being a sympathiser of the Iron Guard, Dragan became a semi-official collaborator of Ceausescu and the Communist regime, and as a result, he had access to some documents never published before on Ion Antonescu, using them in a four volume-book which put him in a good light.After 1989 Romanian Revolution of 1989, it was alleged that he supported financially Eugen Barbu and Corneliu Vadim Tudor to launch their România Mare newspaper.Nevertheless, in 2008, Vadim denied that he got any funding from Dragan. Together with Vadim Tudor, he was the founder of "Liga Maresal Ion Antonescu" in 1990, later renamed to "Liga Maresalilor" following the changes in the Romanian legislation which disallowed the praise of the pro Nazi. At age 78, Dragan married Daniela Veronica Guse, aged 22 at the time, the daughter of Stefan Gusa, Romanian Army General who disappeared in strange circumstances after the 1989 Revolution.Dragan also has an older son, Mike Fink, born in 1971, who, in 2005, announced he could not contact by any means his father in the previous three years. Ziua reached the conclusion that Dragan was being held captive by his younger wife and his business partners. However, he was seen dining in a restaurant only a few days later in Bucharest, together with his wife.He died on August 21, 2008, at his house in Palma de Mallorca.
