4/18/20: Diecast64 and Buggywasher originally placed this cache while living in the area. One of the very first multi-caches we did was by Diecast64. Since then, we have located many of his. Always enjoy the background information he provides AND his attention to detail. We solved this one (along with Idus Martiae and Battleship in Milford Lake) and have discovered the physical caches are no longer in place. We reached out to Diecast64 and are adopting all three. Phonetic Alphabet is going to take some tweaking before replacing but the other two solutions will stay as is. We should have them up and running within a week so look for posting in logs below.
