You are looking for an oversize bison tube. A nice view to see, and a lovely path to walk on to get there. Parking available at different parts of the trail, closest would be the Gray Eagle Wildlife Refuge parking lot off of Emma Street.
Cache is located on a nice paved trail that runs up and down the river on one and sometimes both sides of the river with a old railroad bridge converted into a walk bridge specifically for this trail. Very nice area. Something Ottumwa has to be proud of.
