You are looking for an fake rock in the three hour parking lot at the County Government Center.
Lots of activity here during the day so please be stealthy on this cache. I even had to use the old GPS as cell phone trick to set this one. Parking lot is quite at night and weekends however, so it should be much easier at those times. Hint will lead you right to the cache.
