The cache is not in the river.
Around the time that Rockford was first settled by people of English, German, Irish, and Swedish heritage, it was thought that the Rock River was navigable. This belief held true until the first dam was built near here with plans to build locks. The locks were not built when it was established that the river was not navigable. Like the river, this cache is not navigable by maritime means.
