The cache is NOT at the posted co-ordinates. According to the Wikipedia, encryption is the process of transforming information using an algorithm (called a cipher) to make it unreadable without possessing special knowledge (known as a key). It has long been used by militaries and governments to facilitate secret communication. If you can translate the message below you will find the co-ordinates for the cache. You will need to work out the message by substituting one letter for another. In the case of our first mystery cache, Launceston Conundrum -#1Cryptogram, the letters were randomly substituted. In this case there is a pattern to the decoding. The container is a nano and holds only the log.
