This was originally a puzzle cache that I copied from another user,
but during the approval process the reviewer noticed an error and
neither I or the person I copied the idea from could figure it out.
Since I had already dropped in some TBs I decided to just make this
one a regular cache instead. If I ever get the puzzle corrected I
can use it in another spot.
