In aviation, TOC is an acronym for Top Of Climb. For this cache, TOC means, well...Top Of Climb since you can't go much higher on this hill. There have been a couple of caches up here prior to this and both have been muggled. I've hidden this one a little better so hopefully it will last longer. I've given it a 3 difficulty, some times of the year it will be easier than that, other times it will be harder. Have fun! On a really clear day, you can see downtown Los Angeles and Catalina Island from here.
