Mission Incachenator

Good day agent,

As you know, the FCIU ( Fraudulent Cache Investigation Unit) is an independent agency developed to protect the integrity of the entire geocaching experience. To that end we are requesting your assistance in the following matter:

In the last 10 days, there has been a spike in the amount of geocaching finds in the Western Region. It appears that someone has been fraudulently claiming to locate geocaches at a rate that is not humanly possible.
Someone is using previously unknown means of falsely logging unconfirmed caches to improve their georanking- a violation of Geocode section 121.38.01.
This appears to be the work of M.G.L. the (Malicious Geocaching League). Our suspects are M.G.L. agents Bonnie Pillage and Clyde Plunder. Clyde was recently on trial for illegaly hacking into Facebook to inflate the number of people he has "friended". He got off on a technicality.
The FCIU attempted to contact him as he left the courtroom in Sacramento. He recognized our team and fled. They pursued him to the confluence of the American and Sacramento Rivers where they lost track of him. He may have joined up with Bonnie Pillage who has not been seen since the CITO disaster of 2008.
The following schematic of a device called "The Incachenator 5000" was extracted from a damaged laptop located in Discovery Park.
Analyze this image for any information regarding the purpose of the Incachenator 5000 or the location of the suspects.

Once again, this multi-cache will require several KSA's (knowledge, skills and abilities) including technology, problem solving and computer savvy. The terrain might also vary from location to location. It is unlikely this mission will be concluded within a single day.

Good luck agent.
