Geocache Description:

My parents have been slowly returning to me various artifacts that I collected around the world and gave them as presents. Just the other day, they stopped by my house and returned this flag I'd given them at least a decade or so ago. I had no memory of where I'd gotten the flag or what it represented. It took us a while to figure out where it was from. For this Five Minute puzzle, you'll need to identify what country this flag comes from and what year (in modern times) it was adopted for its current use.

Here's the puzzle:
A = Numeric value of first letter of country name
B = Numeric value of last letter of country name
CDEF = Year that flag was adopted for present use
The geocache is hidden at:
N 47 42.(A*17 - B)
W 122 17.(D*19 + E*33 + F*17)
Please seek this cache only between the hours of 4 AM and 11 PM.
