Penny's dad passes by here everyday on the way to work and never realized that this "formation" was there until recently. Once discovered, it kept calling him like the Greek sirens to place a cache there.
You can park quite near the cache and away from the nearby businesses. Stealth should still, of course, be practiced. You do not need to enter the lower grounds but make sure to take a minute and enjoy the small vista from above.
