Il tricolore italiano quale bandiera nazionale nasce a Reggio Emilia il 7 gennaio 1797, quando il Parlamento della Repubblica Cispadana, su proposta del deputato Giuseppe Compagnoni, decreta "che si renda universale lo Stendardo o Bandiera Cispadana di Tre Colori Verde, Bianco, e Rosso, e che questi tre Colori si usino anche nella Coccarda Cispadana, la quale debba portarsi da tutti". Ma perché proprio questi tre colori? Nell'Italia del 1796, attraversata dalle vittoriose armate napoleoniche, le numerose repubbliche di ispirazione giacobina che avevano soppiantato gli antichi Stati assoluti adottarono quasi tutte, con varianti di colore, bandiere caratterizzate da tre fasce di uguali dimensioni, chiaramente ispirate al modello francese del 1790. E anche i reparti militari "italiani", costituiti all'epoca per affiancare l'esercito di Bonaparte, ebbero stendardi che riproponevano la medesima foggia.
In particolare, i vessilli reggimentali della Legione Lombarda presentavano, appunto, i colori bianco, rosso e verde, fortemente radicati nel patrimonio collettivo di quella regione:: il bianco e il rosso, infatti, comparivano nell'antichissimo stemma comunale di Milano (croce rossa su campo bianco), mentre verdi erano, fin dal 1782, le uniformi della Guardia civica milanese.
Gli stessi colori, poi, furono adottati anche negli stendardi della Legione Italiana, che raccoglieva i soldati delle terre dell'Emilia e della Romagna, e fu probabilmente questo il motivo che spinse la Repubblica Cispadana a confermarli nella propria bandiera. Al centro della fascia bianca, lo stemma della Repubblica, un turcasso contenente quattro frecce, circondato da un serto di alloro e ornato da un trofeo di armi.

The Italian flag as the national flag was born in Reggio Emilia 7 January 1797, when the Parliament of the Republic Cispadana, at the proposal of Deputy Giuseppe Compagnoni, decreed "that becomes the universal standard or flag Cispadana of Three Colors Green, White, and Red, and that these three colors are used also in Rosette Cispadana, which must take all ". But why these three colors? In the Italy of 1796, crossed by the victorious armies of Napoleon, the many republics of Jacobin inspiration that had supplanted the ancient absolute states adopted almost all, with different colors, flags characterized by three bands of equal size, clearly inspired by the French model of 1790 . And the military departments "Italian", made at the time to assist the army of Bonaparte, had banners which mirrors the same shape.
Specifically, the regimental flags of the Lombard Legion presented, in fact, the colors white, red and green, deeply rooted in the collective heritage of that region :: white and red, in fact, appeared in the ancient coat of arms of Milan (the red cross on a white field), while the greens were, since 1782, the uniforms of the Civic Guard Milan.
The same colors, then, were also adopted in the standards of the Italian Legion, which collected the soldiers of the land of Emilia and Romagna, and this was probably the reason that prompted the Republic Cispadana to confirm them in their flag. At the center of the white band, the emblem of the Republic, a quiver containing four arrows, surrounded by a laurel wreath and decorated with a trophy of weapons.
