This cache is a wheelchair friendly cache!!! not too many of them out there

this cache has a current difficulty level of 3.5 we are not sure if it should be increased or not.. we thought this would be a good level due to muggle factor. there is alot in this area such as grocery shopping, banking dining and much more.byop & happy caching :)
Drove by this cache today and noticed it was completely out in the open. please please please for the sake of the cache staying secure and dry please rehide as found or better! thanks
