A fairly straightforward puzzle, with a final location in a place with a pretty view. It should be obvious, that the listed coordinates above are not the correct ones.
Decoding this may take a bit of research. I don't want to say too much, as it may give away the joy of discovery. Suffice it to say, once you have located the key, decoding is straightforward, and then you can go find your prize and decompress.
Included in the cache, for the FTF if they so choose, are two recently launched trackables: an activated golden spike trackable looking to move along (found at akitahiker's Logging RR Series #2), and a freshly activated Geico gecko token, also looking for a ride.
