I had put out a replacement container and parked nearby to watch the site. Less than ten minutes later, the same homeless dude who has claimed Union Hilll as his turf opens the container and grabs my 'toids tin.
I will be leaving this stretch vacant until such time as he moves on. Evidently we are in his "red zone."
