This is the area of the cache, but not the location. To get the location you have to connect the dots of past Presidential geocaches.
First draw a line between Presidential #1 and #3. Next draw a line between Presidential #2 and #4. Where they cross is where your clues are.(Google this) This is about a 1/4 mile from the cache, so you don't need to go far after figuring out the right coordinates.
Go to this spot and find out (1) The second year it was donated. (2) How many colors are holding it up. (It will make sense once you get their) Multiply the number of colors by 10, add this to the north coordinates. Then take the last number of the second year and subtract it from the west coordinates.
Your new coordinates will take you to the cache. I have permission from the owner, and it is not on private property. FTF after finding Mr. Van Buren, why don't the two of you go and bowl a game. Good luck and Cache-on...
