As odd as it sounds, it might be better to look for this cache during government business hours because you will stand out less when surrounded by people. If you have seen this type of cache before, it will be obvious. If not, it is in plain sight. This is #60 in my consecutive Hide-a-Day series.
In the Government Center parking lot, they have blue security call boxes. If you haven't seen one of them, look for this cache and you will see one.
