This secret staircase connects the lower end of Observation Hill with Downtown. These are some of the steepest streets in Duluth, some are so steep, they couldn't even build streets and made a staircase instead. Best approach for this one is to park at 4th Ave. and 5th st. You have to figure out yourself how to even get there ;-) Good Luck!
