The cache is not at the listed coordinates. To solve the puzzle and find the cache you will need to find the carousel at the nearby shopping mall. You can find all information to answer questions at the carousel.
Cache is available 24/7 however you can only get to the carousel on Mon-Sat 10am - 9pm and Sunday 12-5pm.
The format for the coordinates are as follows:

You will need to solve some simple math problems to fill in the blanks. Have fun.
A = The total number of lights around all the oval mirrors MINUS the total number of lights in the overhead panels above the horses and bench seats (ceiling). DIVIDED by the number of clown heads around the outer edge of the top of the carousel.
B = Determine the number of revolutions per minute of the ride.
C = The total number of horses DIVIDED by the number of bench type seated rides. (The seated bench rides have 2 benches but only count them as one unit). MINUS the number of horses with a two word name. DIVIDED by the number of horses with no names.
Information for solving D:
A family (parents and 3 kids) decide to take a break from shopping on a Sat night to ride the carousel. The total height of the 3 kids is 150 inches. The oldest child is 10 inches taller than the middle child. The youngest child is 10 inches shorter than the middle child. Disregard the ages of the children.
Using the above info and posted info at carousel to solve for D.
D = the total number of rules PLUS the number of tokens the family will need to purchase for entire family (including parents) to ride the carousel twice. MINUS the cost of the tokens.
E = The number of horses with a "baby face"
