In order to find the final location, you will have to enter the government building at the posted coordinates. This should be available 24/7. I have permission to place caches around Hawkeye from Dana Franzen who is in charge of city maintenance.
Now to calculate the final coordinates:
In your mind, label the post office boxes like a battleship board. For example, the top left box is A1. The second from the left is B1 and so on. I realize that there are more than 26 rows across - this should not change your answers.

W 91 57.ZZZ
X = A2
YY = J1
ZZZ = N5+A4
If you did the math correctly, you will be searching in a small city park. You will be looking for a small bison.
