A = Find the plaque located on the clock. There are 2 words above the adress. Count the number of letters in those 2 words and divide by 2.
B = Find the state of the company you used in letter "A" and find which state it is lcated in (look at the adress on the plaque). This is the number it was admitted into the union (Delaware is 1).
C = __ West Street. Take the 2nd number and subtract the 1st number from it (Number 2 - Number 1).
X = The number of letters in the city of this company minus Y.
