This is an area that I have been walking by daily for many years. From what I can tell it's a catch basin, although I could never figure out the reason for one here.
There is no parking anywhere on the side of Via Marina where you will be searching. There is decent street parking on the other side of Via Marina if it is daylight and a non-holiday weekday. Other than that, you will probably want to walk or bike to it. You are looking for a 35mm film canister. BYOP. Have fun seeking and please be careful when crossing Via Marina. The speed limit has recently been raised to 45mph. They come at you faster than you think. The good thing is that you don't really have to worry much about muggles. They're all driving and probably aren't paying attention to some innocent person who's just waiting for the walk signal!
PLEASE NOTE THAT LOG AND LOG CONTAINER ARE MICROS AND AS SUCH PLEASE DO NOT PUT STICKERS ON THE LOG. Thanks also to HH242 for the info. After living sailing, and walking around this area for 8 years, that fenced-off area always mystified me.
