The Navajo County Community College District Governing Board had their first meeting Jan 2, 1973. Board members were Ross L. Tyler (Winslow), Walter S. Carpenter (Holbrook), Dean Porter (Snowflake), Tilden Wilbur (Pinetop), Eddie James Arthur (Kayenta). The Board adopted the concept of "decentralized educational delivery system of mini-centers." The name Northland Pioneer College was chosen because the service area was in northern Arizona and the mini-center concept was in the pioneering stage. The college oped Sept 3, 1972 with an enrollment of 2,010 students. The first buildings used for the Silver Creek Campus were the old BIA dormitories in Snowflake.
