This cache is located alongside the train tracks that lead to Agri-Empire Potato factory. I'd say that good parking for your vehicle would be on Kellam Ave. There are rules about train tracks on the Geo-Caching website, but these tracks haven't been used for at least 5 years. If you know the San Jacinto area or possibly live here, you will remember the train going to Agri-Empire during the potato season. In my opinion, these tracks would fall into the inactive rule on the Geo-caching website ruling.
If you already found Herman's Cache, you could consider this cache to be part 2, since old man Herman owned most of the property around the area back in the day. It's a nice walk and believe it or not, there is a steady flow of FOOT traffic that goes through here. Please be sure to place the cache back in the original spot so other Geo-cachers can have fun too. This is a log only container, so bring your own writing instrument.
