This is Saitama Animal Management and Welfare Center. You can contact with impounded cats and dogs in this facility. And of course, you will spend much enjoyable time with many animals.
But please don't forget that there are more unhappy animals such as stray cats and dogs here in Japan. I hope many animals took into this facility may encounter a new family and have good afterlife.

さいたま市動物愛護ふれあいセンターは市内で保護された迷い猫や犬の収容施設です。施設内では犬猫やウサギなどの動物たちとふれあい体験ができます。またこの施設では、動物愛護と正しいペット飼育のための啓蒙活動を積極的に行い、ペットの里親募集も行っています（市内在住者限定）。詳しくは上記リンクの公式サイトをご覧ください。
ただし、この種の施設には悲しくつらい話もたくさんあります。かわいそうな動物たちをこれ以上増やさないために、自分にできることは…。少しでも考えていただければうれしいです。
