The Moscow Rules is the name for rules said to have been developed by the CIA during the Cold War to be used by spies and others working in Moscow.
The Rules are associated with Moscow because the City developed a reputation as being a particularly harsh locale for clandestine operatives who were exposed.
The International Spy Museum in Washington, D.C. has defined its version of the Moscow Rules as follows:
1. Assume nothing (GC3C6CA)
2. Never go against your gut (GC3C6E5)
3. Everyone is potentially under opposition control (GC3C7J9)
4. Don't look back; you are never completely alone (GC3C7K8)
5. Go with the flow, blend in (GC3C7M0)

This series of 10 caches is located on the White/PINK Trails in Stephens State Park. Stephens is considered a sister park to Allamuchy Mountain State Park.
Your mission is to enjoy your hike while exploring new territory with the bonus of capturing smileys along the way. The loop is about 6 miles long and fairly level with one short downhill section with challenging footing (deep leaves on top of small rocks) and one short steep uphill section.
The hides are very easy and either next to the trail or within 50 feet. The hints are very explicit to avoid any DNFs.
NOTES BEFORE BEGINNING YOUR ADVENTURE!!!
(1) The parking lot can be muddy as well as small sections of trail.
(2) Hunting is allowed so plan accordingly.
(3) Follow the Green Trail from the parking lot to the White Trail (TMR 1-2) to an unblazed trail downhill to the PINK Trail (TMR 3-6), to the White Trail to an unblazed trail (TMR 7 - steep uphill) to the White Trail (TMR 8-10).
(4) There is no need to bushwack between caches. Stay on the trails!!
(5) Bring your own writing device.
The NY/NJ Trail Conference map #126 (Jersey Highlands Trail Central North Region) is very useful for the caches hidden in Stephens and Allamuchy State Parks.
