A puzzle requiring some research to determine the final location.
Prior to Greenwich being established as the origin of our current longitudes one of the key contenders was the Paris Meridian. This Meridian is centred on the Paris Observatory, the longest operating observatory in the world. The Paris Meridian is about two degrees east of zero longitude which passes through Greenwich. The same debate did not happen for latitude because it is just geometry relative to the equator.
In order to locate this cache it is first necessary to find the difference between zero longitude and the Paris Meridian in degrees (D) and minutes (M). In order to keep the distance reasonable the cache is located at the latitude of the published coordinates and D minutes and M seconds east of the published longitude.
The cache is close to a sidewalk and it does not require entering traffic or approaching any stream.
