You are looking for a nano container. The difficulty is a 2 due to high Muggle traffic of all sorts. You will not need to cross over into the street. Sand blows all over so it might skew the area just a little bit.

This area promotes a great view of the ocean and surrounding area. Another one of those vistas that everyone should see. Also allows for easy access to the beach itself. The area is great for surfing as well which easily makes it one of my favorite spots to wax up and go. There are Muggles everywhere so make sure you are careful and watching over your shoulder. You never know when they will be standing in the sand behind you. The cache area might seem blocked off by a barrier but I am sure you can overcome it.
