THE CACHE IS NOT AT THE ABOVE COORDINATES!


In the first book of J.R.R. Tolkien's epic Lord of the Rings trilogy, The Fellowship of the Ring, the nine members of the Fellowship must pass through the mines of Moria to continue on their quest. Unfortunately, the path to the mines was blocked by several ancient and enchanted doors called the Doors of Durin. Gandalf the Grey tried many incantations and other magical approaches to unlock the door but nothing worked. Frustrated after several hours of attempts, Gandalf was about to give up when Merry asked a simple question which solicited a simple, but elegant solution to the problem at hand.




Once the gate was opened, the party was attacked by a water creature! One member of the party (probably Pippin) was carrying a small container with a piece of important paper inside. In the scramble to avoid the water creature and enter through the gate into Moria, the container bounced off of the gate (picking up an elvish enchantment) and wedged in a nearby location. Although the container was lost by the party, the Fellowship made it into Moria and continued their quest regarding the One Ring.

During some recent construction in Katy, it seems the Hollin Gate and its surroundings were unearthed! During the excavation process, a strange set of markings were found on a nearby stone. The markings looked like this:



The construction crew, not sure of what they had found, called in the Oracle of the East to help figure things out. The Oracle quickly acertained that the stone had something to do with a hidden container of some sort and that the stone possessed information leading to the container's final location. The Oracle, being a wise man, helped out the construction workers by translating the Elvish text. The translation:

At this point, even the Oracle was confounded! Try as he may, he could not figure out what information the encryption contained.

Can you decode the stone text and find out the secret container location?
