If you have been regularly getting caches in New Castle County you can't miss the proliferation of caches by the TAXMAN. This is one of two caches dedicated to him.
You can reach the cache from the (poorly marked or cared for) Mason Dixon Trail. This section runs between Barksdale Road and Elkton road. This cache was placed heading south from Barksdale Road and is further on the trail past "The TAXMAN made me do it" cache (see that for the trailhead). It is a little off the trail and there are some stickers!
There is also another cache further along the trail.
