While I was driving by I saw a gap and a handrail, urrrch, wheel over to the side and park, grab a cache and saunter over to see where it goes. I did not go all the way down the stairs, but it looks like they go quite a way down.
You will have to go down (or up) a few to claim the smilie. I'm not sure how much traffic this shortcut gets, so be wary of muggles. Please be gentle, it's not that hard, I like to avoid that barren landscape look that is around some caches.
