Bye Bye Birdie (OTAC series) Traditional Cache

  In an attempt to build one mechanical cache a month, here is my October contribution to the Washington area.  This is part of a series of non-traditional containers we like to think are Outside the Ammo Can. In order to claim this cache you WILL NEED A SPECIAL TOOL!  This cache requires the use of something that should be found in any vehicle, if you don't have one you'll be flat out of luck.  The spoiler hint indicates the tool you will need.  Please be sure to place cache EXACTLY as you found it by reversing your steps in the order that you did them.
