The City of Westminster has been a center of mercantile activity since the early 1800s. The original lots were laid out by William Winchester near the current intersection of East Main and Church Streets in 1764. It was not until the construction of the Baltimore & Reisterstown Turnpike in 1807, that the City of Westminster saw its first period of growth. The turnpike, which facilitated trading between Baltimore and Pittsburgh, helped Westminster develop into a transportation center with numerous businesses opening to serve the travelers and the town.

The creation of Carroll County helped spur the second round of development in 1837, with Westminster becoming the county seat. In 1838, shortly after the creation of Carroll County, Westminster was incorporated as a town. During this period, Westminster saw the immediate construction of a number of public and civic buildings--County Jail, County Courthouse, Ascension Episcopal Church and an Opera House, most of which remain today.

Westminster's third and final growth phase of the 1800s was again transportation-related, with the construction of the Western Maryland Railroad through Westminster in 1861. The expected growth followed, as the railroad increased the ease of passenger travel and the transport of goods to Baltimore.

Westminster played an important role in the Civil War. Due to the City's proximity to Gettysburg and its rail depot in the center of town, both Confederate and Union troops passed through Westminster numerous times. On June 29, 1863, a small, but extremely important, cavalry battle took place in downtown Westminster.

In the 1800's, limestone was a significant industry in the Westminster area. The raw product quarried was fired in kilns to produce quick lime which was sold as a fertilizer for cropland, a component of mortar or for use in whitewash for house painting.

Today, downtown Westminster provides a unique shopping, dining and cultural experience within a small town atmosphere. The Main Street area is pedestrian-friendly, with wide sidewalks, mature shade trees and brick crosswalks.

Whether or not you have been here before, if you have not recently been to Westminster, you do not know what you are missing. Come find out!
