Not sure who this sign is meant for. The road itself is certainly a public road, and it is a little too narrow for and emergency runway.
The local property owners have had trouble with night hunters, mud riders and others intent on causing damage. That is the reason for the sign. It is meant to intimidate, but it offers no legitimate or authoritative warrent to prevent public use of the road.
