The Happiness Bell is an observation site in Toba. You will have a nice view of Ise Bay here. Some interesting monuments are nearby, too. The cache is near a small lighthouse.
The easiest trail to the cache begins on the JR side of Toba Station next to a parking garage. Follow the trail until you get to the stairs, and go up some more.
I don't recommend this cache at night -- too dangerous.
Be careful of snakes in the summer.
Please re-hide the cache well.
