After dark, park next to the curb at the given coordinates and look to the west. You should see a blinking light. Count the blinks to get the numbers for the coordinates to the final stage. Three blinks is the number 3, etc. The decimal point is indicated by a three second long light.
The final stage is in a city park, so it is recommended that you find the container during the daylight hours when the park is open. The cache is a short walk off the path, but be prepared for weeds and bugs in the summer!
