Looks like local children or maybe homeless checking the place periodically or something.
Seems like the cache does not live more than a couple of months anymore.

Geocache Description:

"Pleven" is named after the Pleven city, which is twinned with Rostov-on-Don.
Cache is placed in the basement of the memorial plate.

You can reach the place from the center of the city (and come back to the center as well) with buses/minibuses 71, 67, 52, 16, 40, 40a and with trolleybus 8.

Park "Pleven" was build to commemorate the agreement on friendship between Rostov-on-Don and Pleven cities. You can read about this on memorial plate you can see in the left part of the photo. At the center of the photo one of (recommended in this case) the entries to the park - you need to enter the park to reach the cache.

At the right side of the photo you can see Memorial For Soldiers-Internationalists.
If you'll walk through the park, you can find the Monument for the Soviet-Bulgarian Friendship.

At the other side of the street you can see Southern Federal University, including Research Institute of Physics, Research Institute of Neurocybernetics and Research Institute of Chemistry.
