The difficulty fluctuates depending on the time of day and the color of the light.
This is a P&G near a spot of some significance in 2009. Protests were abound over at nearby Torii Station over the SOFA agreement at the time. This was spurred by a hit & run incident caused by an American service member. I saw this sitting at the traffic light one day and thought it would be a good spot for a cache.
