Guldo
Guldo is a member of the Special Ginyu Force and has been tasked to stop all those who seek the Dragon Balls. He has the ability to freeze time for as long as he can hold his breath.
Right now he is hiding in a tree near Katsuren Castle where he is prepared to freeze time and shove you in a tiny spring nearby for you to die a horrible death. So you must stop him before he can do that and get a puzzle piece to find a Dragon Ball.
