Back before the big 4 lane bridge was built, US 36 was a two lane highway leading up to the old bridge into Hannibal. Now the old highway is used as the access to the John Hay PUA. The section of road leading to this dead end was a spur leading to East Hannibal to the north of GZ.
Just so you know, there are picnic tables, shelter house, scenic view and a restroom at the John Hay Public Use Area right down the main road.
