The Cacher Slasher 01: The first victim Traditional Cache

Welcome to the homicide division Detective, normally I would introduce you to the rest of the dept but introductions will have to wait.  We have a killer on the loose and we need every available officer to shake down leads.  You need to go out to the first crime scene and go over it with a fine toothed comb.  All we know for certain is that a body was discovered out near a little used city park.  Get to it and let me know what you find..  

This is the first cache in a series of 12 caches. The coordinates for the final can be deciphered through detective work in the pursuit of the Cacher Slasher. Stay sharp and good luck.
