This location is at a small bridge over Willoughby Creek where manatees can be seen during cold snaps. There also is a fishing line/monofilament recycling bin, so you can drop off your old line. The area is accessible by sidewalk, but there is not a plethora of parking. If you're lucky, you can make it a three fer -- grab a cache, spot a manatee and dispose of your old fishing line.
