Tanks For Da Memories - Dept.

I've been by a few times and remembered an old cache at the Car Pool Lot, but that was always such an iffy place to be seen looking for something.
But just down the road is this little pull-out, see? And I thought it might make for a good hide spot. But it seems to be a trashy place and I don't want to hide a cache in trash, see?
So I look across the road and there's this thing.
It's a tank alright, but for what? Sand? Is it some relic of the old railroads which crossed these hills? Is it a water tank? It looks pretty old, but then some fittings don't look too old, especially that big plastic pipe.
Anyway, have a look at it while looking for the cache. Not much PO around it, which helps a lot.
